League Mission Statement:
The HBLA is an online OOTP baseball league set up for the enjoyment of its players, the General Managers (GMs). This document should be used as a reference for all league rules. By agreeing to be a member of the HBLA, GMs agree to abide by all of the following rules. In respects to joining before this was created this document being received and read thru means you are agree to abide by all of the following rules as well.
HBLA Hierarchy
1. The Commissioner. The Commissioner shall be in charge of organizing and operating the league file. He shall also be the lead executive in deciding league matters.
2. The Leadership Council. The Competition Committee will consist of 4 GMs. Members of the Competition Committee are responsible for mediating any issues between members or suggesting any rule changes of HBLA. The inaugural season the Commissioner and Co-Commissioner will mediate any issues between members and instill new rules as needed before the GM committee is formed. GM’s will be instituted by the end of the regular season at the latest and maybe sooner as seen fit. GM’s will be recommended by the All-star break in the inaugural season.

GM Responsibilities
1. General Managers are expected to export prior to each sim, even if no changes are made.
A. If a General Manager has any issues downloading the league file and/or exporting, they are expected to contact the commissioner to attempt to resolve the problem. (Slack or email prior to Sim)
B. Any General Manager who misses 3 consecutive exports will be messaged by the commissioner.
I. If the GM does not respond to the commissioners message, they are placed on probation for the next 3 sims.
II. If the GM does not export for 6 consecutive sims, they will be removed from the HBLA.
2. General Managers are expected to be active on Slack, vote in any league polls, and respond to direct messages in a timely manner.
3. General Managers are expected to work within the confines of their budgets and not accrue excess debt.
A. Any GM found to be purposefully building debt by releasing multiple large guaranteed contracts may be subject to dismissal.
4. General Managers are expected to treat each other with respect. Although banter, discussion, debate, and “trash talk” is tolerated, personal attacks, harassment, or bullying is not.
5. General Managers may only control on team. Any evidence of cheating and/or collusion is grounds for dismissal.
HBLA Season Structure
1. Spring Training. Spring training mimics Major League Baseball and is 5 weeks long.
A. Spring Training Roster size is 60 players! We will sim each week, seven days at a time.
2. Schedule Length. The regular season schedule consists of 162 games. We will sim each week seven days at a time, three times a week..
3. Regular Season Tie-Breaking. If teams are tied at the end of the regular season for a Wild Card spot or Division Title, a one game playoff will serve as the tie-breaker.
4. Rainouts. Rainouts are ENABLED.
HBLA Playoff Structure
1. The HBLA playoffs mimic that of Major League Baseball currently. Two division winners and two Wild Card teams from both the American and National Leagues gain entrance into the postseason.
2. The two Wild Card winners from each league will play each other in a one game playoff. The winner will advance to the Division Series.
A. The Wild Card team with the better record in the regular season shall be granted home field advantage for this one game playoff.
3. The Division Series. Best of 5 series.
4. The Championship Series. Best of 7 series.
5. The World Series. Best of 7 series.
HBLA Roster Rules
1. Active Roster. A maximum of 25 players can be on the active roster.
A. Active Roster limits expand to 40 players on September 1st.
2. 40 Man Roster. The 40-man roster is the roster of players eligible to be placed on the active roster. A maximum of 40 players may be placed on this roster.
3. Designated Hitter (DH). The DH is enabled in the American League Only.
4. Minor League Rosters. Each organization has the following minor league teams:
AAA

A. Minor league roster limits are in place to prevent “hoarding” minor league talent. The roster limits are as follows:
AAA: 30 players
R: 30
International Complex: 50 players
B. We have no age limits
5. Roster Violations. GMs are expected to follow the roster limits. If, at any point during the sim, any of the roster limits are being violated, the commissioner shall ‘Ask AI to set up complete minor league system’ to allow for continuation of the sim.
A. Additionally, any player who has a DFA time expire during the sim will be:
I. Attempted to be demoted to a minor league team with available roster space.
II. If the player is unable to be demoted for any reason, the player will be released from the organization.
Trade Rules
1. Trades will be posted on the forums hblabaseball.net/. A link will also be posted in the # trades channel on Slack. No trade shall be considered valid until both GMs confirm the trade on the forums and a link is posted..
2. Trades must be posted in the following format:
Team A trades:
Pitcher X (AA)
Batter Y (AAA)
1st round pick (Team name-1993)
Team B trades:
Pitcher Z (MLB)
3. Trades may contain at most 5 players from one team.
4. Any attempt to modify or edit the trade terms, after posting in the forums, without the consent of the other GM will result in the trade being voided and a penalty carried out against the GM at the commissioner’s discretion.
5. Trades may include players and/or cash (minimum of $1,000). No trading of Injured players!
6. Draft picks and recently drafted players can be traded. Draft pick trading is enabled and only the picks in the upcoming year not year(s) can be traded.
7. No trade may include a ‘player to be named later’.
8. A player who was signed as a free agent during the off-season is ineligible to be traded before June 15th of the following season.
A. Players who are set to be free agents shall not be eligible for a ‘sign and trade’ type of situation during the offseason.
9. Teams are not allowed to collude with other teams to drive up the price of a particular trade. If evidence of collusion is discovered, punishment will be imposed, up to and including removal from the league.
10. 10/5 rights are enabled. Players with both 10 years of ML service time and 5 years service with one team have the right to refuse any trade. The commissioner shall not force any trade in which a player refuses to waive his 10/5 rights.
11. No trade clauses are enabled
12. Trades must be posted before the start of a sim, or they will be processed after the following sim.
13. Trades are processed at the end of each sim. If the commissioner fails to process your trade, he will do so on the next simulation day, in order to ensure file integrity.
14. If a player involved in a trade is injured during a simulation, the GM will have the option to void the trade.
15. The commissioner will process trades according to the following procedure:
A. Trades will be processed in chronological order.
B. If a player invokes 10/5 rights, the trade will be rendered invalid immediately.
C. If a trade causes a budget violation, it will be invalid, and the Commish will reach out to the GM.
16. Trades cannot cause a team to go over budget. If a team is over budget, the over budget team must decrease its debt via the trade, either through cash involved, offsetting contract value, or both.
17. The trade deadline is July 31st. After this date, no further trades will be processed until the beginning of the offseason. Waiver trades are not allowed.
18. If a GM has complaints about a trade being substantially unfair, they must be made to either Commissioner-Toronto(ALVIN) on Slack or Trogdor-Reds(IAN). Each complaint can be made in a private message, but must provide a rationale for the complaint. If 8 GMs make a complaint about an unbalanced trade, Alvin and Ian will gather the rationale from the GMs in the trade and then will decide whether to conduct a league-wide vote to nullify the trade. At least 2/3rds of the league will have to veto the trade for it to be nullified.
A. If a trade is nullified: The GMs involved in the trade will be able to renegotiate the trade.
Extension and FA Contract Rules
1. We have a six year max offer on all deals. In addition, deals can only be offered to players after five years of service time.
• 2. The lowest annual salary amount offered must be within 50% of the largest annual salary amount offered, including option years.
o Therefore an offer of 3 years, the first being $3M, the second being $6M and the third being $9M would be invalid, since $3M is less than half of $9M. If this General Manager wanted to offer a highest annual salary of $9M, the lowest amount offered would have to be at least $4.5M.
o Another example would be an offer of 5 years, where the first season is $12M and the remaining 4 seasons are $6M. This offer would be allowed, since no annual salary is less than half of the highest value.
3. All team options must include buyouts.
A. Team options must be 25 percent of the offered year.
I. Any violation shall be dealt with on a case-by-case basis. At the determination of the commissioner, egregious violations shall result in the contract being voided, and a manual reset of the "fan interest" modifier. Small violations shall result in the commissioner manually adjusting the buyout amounts to be within the regulation.
4. Contract incentives must individually be less than $5000.
5. Contract incentives collectively must be less than 250000.
A. Any violation shall be handled as stated
above.
6. Team options cannot be greater than 15% more than the last guaranteed year.
Draft Rules
1. Rule 5 Draft is disabled until we reach the season when it is turned on
2. The Amateur Draft.
A. The amateur draft is done on Stats Plus.
B. Draft order is determined by previous season win-loss record.
C. Draft pick trading is enabled.
D. Teams will be allotted a certain amount of time for for each pick per round. The commissioner will post the exact draft timer and time limits on Slack at the beginning of each draft.
Simulation Rules
1. Sim Schedule: Sims will occur every Monday, Wed, Friday unless otherwise stated. Sims usually occur in the evening; however, the commissioner reserves the right to sim at any time.
A. The approximate time of the sim and deadline for exports will be posted the day before or morning of the sim.
2. Sim Length
A. Sims during the regular season will be 7 days long.
B. Sims during the playoffs will be: 3 games each sim.
C. Sims during the offseason will be decided closer to the offseason.
Miscellaneous Rules
1. Scouting is Disabled.
2. Ratings are on a 1-10 scale with Stars
3. International Free Agents are on
4. Historical Base Ratings are set to “Neutralized”
“Base Current Ratings on... This option basically allows you to choose between the pure Lahman statistical database, and Garlon and Spritze's neutralized database. There are two options in this drop-down, used to determine the current ratings assigned to imported players.
Real Stats:The "standard Lahman" option. Current player ratings will be assigned based on a player's historical statistics. So, in this case, a player who played in a hitter-friendly park throughout his career could end up with inflated ratings.
Neutralized Stats:The "Garlon and Spritze" option. Current player ratings will be assigned based on a player's neutralized statistics, giving perhaps the most accurate assessment of individual player ratings on an even playing field.”

Incentives:
1. Export Incentives all teams with a 100% export rate from the start of the regular season will receive one compensation round draft pick in the 1st round. Note: Any time you will be away for a given amount of time you can write an email to hblacommish@gmail.com or post on the out of town in the forums with the dates you will be away will suffice for the missed period. This needs to be before you plan to miss an export not after!
2. Article Submission Any gm posting articles up to a maximum of five articles per season will receive a cash bonus for there organization after the article is posted and approved by the commissioner(s) that it is satisfactory (decent grammar, relevant to the league, quality).
